Admin levels

The six tiers and what each can do.

Level	Role	Notes
6	Owner	Full commands. Global DataStore edits only for the experience owner when CreatorId is set.
5	Co-Owner	Almost full access. Cannot moderate other Owner-tier accounts.
4	Head Admin	Shutdown, cross-server broadcasts, global votes.
3	Super Admin	Advanced commands (mass actions, advanced moderation).
2	Admin	Standard moderation.
1	Moderator	Kick, warn, mute, basic player state.

Promotion rules

• An admin can only assign a rank strictly lower than their own.
• Owners cannot be banned or moderated by lower ranks.
• The experience CreatorId is always Owner when CreatorId is set.
